Our work with Harlow District Council & Rochford District Council are TEEP Assessments (around compliance with Simpler Recycling / separate collection requirements) of which we have already supported 9 other authorities. This month we’re also delighted to report another Framework contract success! We’ve just been appointed to WRAP’s Research Analysts Framework Lots 1 and 3 (Qualitative Research and Insight Generation Estimated; Economic, Financial and Systems Modelling). This comes hot on the heels of being awarded places on WRAP’s Local Authority Support and Technical Advisor Frameworks in 2025. We are also on four lots for ESPO Consultancy Services Framework 664 – 2025; Lot 1b Procurement Services; Lots 8b Environmental and Sustainability; Lot 8h Waste and Recycling; Lot 9a Research and Engagement.
What are we doing?
Strategy development
We continue to support the Lancashire Waste Partnership in developing their joint waste strategy & Royal Borough of Greenwich & Birmingham City Council for their municipal waste strategies.
Options Appraisals / service reviews
We are drawing our service delivery options appraisal work with Rugby Borough Council to a close. We’ve been exploring the Cost Benefit Analysis of inhouse delivery vs the potential for future outsourcing of waste collection, street cleansing and fleet management services. The work is being reported to Council in the next few months.
We’ve continue to work with Nottinghamshire County Council as part of their Technical Working Group, alongside representatives from the Council, Veolia and Ceres, considering MRF adaptations required for Simpler Recycling.
We continue to provide procurement support as a critical friend to Plymouth City Council.
We are continuing work providing two TEEP assessments for a Council in the South East of England, one covering their domestic collections and another their commercial collections. This is through Integrated Skills.
We have been appointed by both Harlow District Council & Rochford District Council to undertake a TEEP assessment for their domestic waste collections.
We have also started work with South Derbyshire District Council on an options appraisal of their waste collection service. As we progress, we will be exploring the performance and cost impacts of a number of different collection options for the Council. Our collection modelling can consider a range service changes collection frequency, configuration, container size and type) and other assumptions including alignment with Simpler Recycling, anticipated impacts of other forthcoming policy (EPR and DRS).
ETS and EFW
We are pleased to be supporting Gloucestershire County Council on pre-treatment options for residual waste sent to Energy from Waste. We’ll be looking at capital and operating costs, the potential to mitigate future liabilities under the Emissions Trading Scheme and the general viability of such technology.

Where we have been and where are we going?
Paul and Cherie are attending the Circular Economy UK Conference at Birmingham’s International Conference Centre on 5th February. Paul will also be at the North West Resources Forum Annual Conference at Jodrell Bank on 28th January. Do seek us out and come to say hello.
At the end of last year we attended the LetsRecycle MRF Conference with great presentations from ESA and industry representatives, the Collection Conference at the National Motorcycle Museum, and the CIWM North East Christmas lunch.
How we give back to our communities…
At FRM we donate 0.5% of all project fees to our social value fund, which enables us to donate to, and support, local causes, charities and environmental groups. We are actively supporting the organisation of two local environmental events, the Bridgnorth Repair Café which has its next meeting on the 7th February and the Sustainable Bridgnorth Green Fair, taking place on the 30th May.
